The European Union has imposed a series of sanctions against the Russian Federation and Belarus, which also have implications for customs procedures. The situation is constantly evolving, with changes occurring almost daily. To provide clarity, PST CLC Mitsui-Soko has compiled a list of sanctions that affect the customs area.
In response to Russia’s activities, the EU issued Council Regulation (EU) No. 833/2014, outlining restrictions related to the import and export of goods. These restrictions can be categorized as follows for customs purposes:
Prohibition of Importation of Goods:
- Selected assortments of goods
- Prohibition on the import of Russian goods (items ch. 72 and 73) included in the imported goods
Ban on Export of Goods:
- Dual-use goods and advanced technologies
- Luxury goods
- Selected assortments of goods
The impact of sanctions on specific goods can be verified through:
- Direct checking of the HS code in the annexes of the aforementioned regulation
- Checking through the TARIC EU application
- Dealing with customs declaration
